Warburton believes that Georgia has a strong case for inclusion, rather than South Africa, who has also been proposed as a potential addition to the tournament. He emphasized the importance of Georgia's passionate rugby culture and investment by the government in the sport. Warburton dismissed the idea of a relegation play-off, citing the immense commercial risk associated with potential relegation of a home nation like England. He proposed expanding the Six Nations to seven teams as a more feasible solution.
